Chairman of Kaduna South Local Government Area, Hon. Rayyan Hussain, has formally endorsed the co-creation of the Open Government Partnership (OGP) Strategic Vision, Action Plan, and milestones, reaffirming the council’s commitment to transparency, accountability, and inclusive governance.
The endorsement, dated February 25, 2026, signals a collaborative framework between the local government and Civil Society Organisations (CSOs) aimed at strengthening service delivery, particularly in the health sector, and rebuilding public trust at the grassroots.
Hussain noted that the co-creation process was driven by structured consultations, dialogue, and sustained engagement involving government departments, agencies, and civil society actors.
He said the initiative aligns with core OGP principles, including citizen participation and inclusiveness, adding that the partnership would deepen open governance practices within the local government system.

“The co-creation process reflects our shared commitment to improving governance outcomes through transparency and active citizen engagement”.
He acknowledged the critical role played by civil society in identifying priority challenges in governance and service delivery, proposing practical and measurable milestones, as well as supporting implementation, monitoring, and feedback mechanisms.
According to him, CSOs will also play a key role in promoting citizen engagement throughout the OGP cycle.
The chairman further outlined the council’s commitments under the framework, including the faithful implementation of the jointly agreed strategic vision and action plan, continuous collaboration with civil society partners, and adherence to openness in monitoring, reporting, and evaluation processes.
He also assured stakeholders of an enabling environment that supports sustained engagement between government and civil society.
“This endorsement represents our official commitment to advancing transparent, accountable, and participatory governance for the benefit of all residents of Kaduna South,” he added.
The Open Government Partnership is a global initiative designed to secure commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance.
